Ten years ago, I had just moved a small mountain town. It was winter, and I was really suffering. I was sooo cold.
In order to save money, my roommates had not turned on the heat yet. So I focused on the problem and eventually found my solution: I had to stop eating sugar. Sugar it turns out, is the most cooling food there is, and I had been addicted to it for a long time. I did this, one step at a time, and a month later I was experiencing the best health of my life - and I was a LOT warmer.
Moral of the story: diet can make a huge difference to body temperature! And hot weather is a great time to detoxify!
It's natural: when it's blazing hot out, you're already going to eat more greens, more fruit, and drink more fluids. Now just do it intentionally.
Some more strategies for being cool:
Get a Fan and Bring In the Cool Night Air - get a fan, put it in the window, and blow in cool air at night. Then close the blinds and windows during the day.
Put Ice In Your Drinks - try "lavender lemonade": water, lemon juice, 1 drop lavender oil, and a pinch stevia.
Cold Showers - hot weather is the perfect time to experiment with cold showers. I usually do warm...then cool...then if I feel strong, cold!
Meditate - meditation helps us be cool in another way: to be less reactive. To keep a cool head. Our reactions are often worse then the situation itself. Also, if you meditate, your own ideas for keeping cool will come to you.

It's funky but it works!
Tinfoil over Windows - this is not very eco, but it does work. The more sunlight you block out, the cooler you're place will be. Use scotch tape since it can be peeled off easily later without removing paint.
Eat Cool - watermelon,cucumber-mint smoothies, salads w sprouts and lemonade, of course!
Sleep Differently - if hot weather keeps you up at night, then nap during the day. And don't fight insomnia: If you've been counting sheep for 30 min's and they keep coming, give up. Get up and do something and then try sleeping again later (don't binge on Netflix). Many people find late night activity can be some of their most productive hours - then when you take a nap later that afternoon, you won't feel guilty about it.
Wear Cool Colors - white, blue, green, kinda thing.
Eat Spicy - I've heard that spicy food paradoxically causes the body to respond by cooling down. I haven't tested it but it might be true!
Distract Yourself - get so involved in something that you forget yourself.
Go Out Early or Late - skip the mid day sun since it's hottest.
Do Electrolytes - this includes things like lemonade, bananas, watermelon, coconut water, and celery.
